If any athlete going to the games wants to chance their luck that drugs will improve their odds of winning their event, then not only should they be stripped of any medal they win, but a LIFETIME ban in competing at any level, their name and ALL previous times stricken from the record books, and any winnings achieved be repaid back - might just, but probably won't, persuade someone thinking they need to extra help from drugs from being tempted.
Performance drug manufacturers are always going to be sufficiently ahead of the abilities of being able to test and detect the drugs users, but once a drug is known to be in the market, labs will be able to design tests and at what levels should be considered illegal (if it's a naturally occuring drug in the body). At best, the ability to use a new drug without detection is maybe only 1 year.
Another thing not taken into consideration are the long-term effects of the drug. Manufacturers don't have the time to determine any ill-health effects in 5, 10 or 20 years time after using it. AND, I guess, they aren't bothered!
