When your stack is 3BB, you have only two possible pre-flop actions, push and fold. Limping is way too weak. If you win the blinds, it adds 50% to your stack - a good result. And if you have to play the hand, you want to be against only one opponent if possible; pushing is your best chance to get in this situation where, you either only have to draw out on one person or fade being drawn out on by one.

Also, taking a step back, you should try to avoid getting so short in the first place by looking for opportunities to push earlier when you still have more chips and thus more fold equity.
