The most important thing when considering whether to play small PP's, especially 22, is what kind of game you're in. If its a cash game, raise. The whole idea behind that is trying to make the pot bigger in case you hit your set. If you don't hit it, fold your cards and rebuy up to the max buy in.
If you're in a tournament, unless its been folded to you in LP, fold them. You're 50/50 at best, and if they've even got 33, you're a huge dog.
