I cant answer the first part of your question on blind structure & timing of blind move up for turbos on the sites - principly because I rarely play turbos as I find any of them at any sites by the nature of being turbos have too quick a move up on the blinds anyway ... I'd always take the standard timings at any site over whatever their turbo version (a personal thing but hope that makes sense.
but on your more general question on the best place to play at the limits you mention $40 - $200 buy-in SNG's ...

Carbon Poker (while I highly recommend the site) the choice and traffic for their SnG's is low and their weaker area ... they are a smaller site but have very juicy cash games with players regularly playing stakes beyond their abilities, the MTT are getting better and offer good freerolls and some tasty overlay opportunities ... but for the sole SNG player you will struggle to get a game even at the lower buy-ins

PKR Poker traffic is better across all games, I would say its design better suits SNG's & MTT's tournament play rather than cash games but the multitabling while possible is not the easiest to adapt to layout wise (it does get easier with practice but 2 would max would be my suggestion) - players are generally not that good at all limits both cash and tournament
Which leaves Hollywood Poker - which from the 3 choices you've put forward I think would be your best option from the info about your game needs etc ...
Hollywood Poker has very high traffic and is in the top 5 networks / sites for peak daily players ... you will have no problem getting lots of SNG's going / multitabling as they fill quickly and there are always more coming along ... they have a very good choice of bonuses to suit small and big players with a massive 100% up to $5000 bonus (check the requirements and pick the bonus you will realistically clear) - at $40-$200 buy-ins for the SNG's and multitabling I would think one of the bigger bonus offer they have would be good for you (guessing you have $2000++ bankroll in mind)
the software on Hollywood poker is a great favourite of mine as its the same as pokerroom software - they have been around along time and still the software looks good and runs well
and is ideal for multitabling ... they also have a good range of turbo's and formats
