I am sports psychologist student and the answer to the question is yes and no!! Technically they have no bearing on the outcome of anything, lucky charms do alter anything. However the way and style you do anything does change in the absence of them. In order to do anything to the best of your ability you need to be comfortable. So if people feel comfortable with hats/charms/etc etc then they will play, I know high level athletes that have routines and charms that they have to have or stick or they freak out (literally), silly things like the order they get changed.
Charms do not ave any sort of mystical powers that will give you that killer flop etc but they do affect how people play. If top guys have things like that they cant play without, Sam Farha has the ciggerette and he doesnt even smoke.
