    if the two pair on the board are over your 33 (ie. there isn't a pair of twos)
    then the only hand you can beat is 22, assuming that there is no 3 on the board. in this case no matter what the other board card is (so long as it's not a 3) your opponent will be the winner.

    EDIT:: you are looking for the best 5 card hand overall, what you hold is irrelevant unless it helps the hand on the board. if your hole cards don't improve the board cards, it will be impossible to win the hand (though you could tie, assuming your opponents doesn't help it either)
