So, out of curiosity, is it illegal to do online gambling in the U.S. and if it isn’t then what are the ins and outs of it all? How does one place bets, gamble and collect winnings or hand out losses?
It’s illegal to operate a site for Americans, I don’t think it is illegal for an American to actually play and get paid online, there are and will always be sites who accept Americans and everybody else. I play at a few of those sites like casino69.fr. However I won't be surprised if it will soon be illegal for Americans to play online.

bottom line legally is that playing poker online is NOT illegal
The UIGEA - The unlawful Internet Gaming Enforcement Act does not make playing illegal - its to do with banking and transactions and specifically takes players out of its remit.
that's the one sneaked through on the back end of the Port Authories Bill (which was about US homeland defence - so how poker is relevant is another matter)
Basically it make it illegal for the Banks and the Poker Sites to handle transactions to / from online gambling site (currently taken to include poker sites)
But it specifically spells out that PLAYERS cannot be held responsible or are included in the mandate of the bill
Regardless of what people may or not not think - Online Poker and playing poker are no more illegal as a result of the bill - only the banking / business side of it
What has happened as a result of the UIGEA
However the effects of the bill are more far reaching than the facts of the bill
As a result of the bill the obvious sites quoted on the stock market withdrew from the market and others have had to adjust their payment facilities - some to a better degree than others
Basically the bill has (as it was planned by the proposers who got it in by the back door) effectively made poker players lives more difficult
but not illegal
obviously this is not a legal opinion but a laymans - but it is the generall concensus from the industry with the benifit of quite alot of legal input
