He then asked Merge how to get his $11.86 off of the site. Their response to him :
Hi Alan,
So I finally tracked down support/the fraud department and found out the problem. Unfortunately, because our Customer Service Centre is situated in the Philippines, our legal department has required that we no longer accept players from there, or allow those players who are already on to continue.
I am sincerely very sorry for this, Alan. To say the least I did not know anything about this.
As for withdrawing funds, I have been told that you should be able to withdraw at any time($50 min). If you or any of your players have any trouble with this, please let me know.
Once again, I'm very sorry I don't have better news, Alan. Unfortunately it's coincidence, as much as anything, that has tied our hands in this case.

I urged him to try to transfer his funds to me, as I could pay him at another site. He HAD transfer privileges at cARBON, as he had deposited there before. He cannot transfer funds now. He is emailing their support as we speak.
So basically. If u live in the Phillippines and have less than $50 in your account, Merge is waving a big fat finger at ya
