what is your opinion in holding low pockets.It seems like 75% of the time if I fold low ones by the time the river flows i could have won the hand.

not quite sure i follow this question. are you asking if you should be willing to go to the river every time you have a low pocket pair the answer is no.

there are a lot of factors. the skill level and read you have on your opponent. the texture of the board. any draw you might have. is your low pocket pair a pair of 6s on a flop of 244?

but if you are wondering if folding 22 on a flop of A K 6 is the right move, the answer is yes.

If you paly your pocket pair for the set value, if you don't touch your flop it's check fold.. Maybe some times a bet if the flop is low but that's all. Play it like a draw

The second possibility is to be agressive pre-flop, and do continuation bet except on very dangerous flop (AK6/KQJ) but JJ9 is a very good flop for a pocket six if you had raise before the flop
